This position is scheduled to receive salary range increases on the following dates:
Effective July 1 2022 3.0% increase

Mandatory Employee Retirement Contributions will decrease on the following dates:
Effective July 1 2022 0.5% decrease

Salary may be negotiable within the range listed above based on position requirements and successful candidates qualifications subject to appropriate authorization.

This recruitment will establish an open eligible list. This list can be used to fill current and future Finance Administration Deputy Airport Director positions throughout the County of Orange. This recruitment may also be used to fill positions in similar and/or lower classifications.


JOHN WAYNE AIRPORT

John Wayne Airport (JWA) owned and operated by the County of Orange California is a medium-hub commercial service airport. JWA is managed by an Airport Director and Assistant Director overseeing six (6) Divisions including Business Development Facilities Development Finance Administration Operations Public Affairs and Maintenance. JWA has an annual budget of approximately $200M and a staff of approximately 180. JWA is one of the top 50 busiest airports in the country in terms of both passenger enplanements and total operations.


THE OPPORTUNITY

The Finance Administration Deputy Airport Director leads and manages Finance Fiscal Operations and Accounting at the Airport.

The selected candidate will be a talented senior manager with a strong financial and administrative background to lead the internal administrative operations of the Airport. In this role the candidate must demonstrate exceptional leadership and management skills including excellent communication and team-building skills coupled with the ability to work effectively and collaboratively with other Airport programs and community partners. The candidate should be able to demonstrate leadership experiences such as leading by example conducting business with integrity keeping staff members informed and maintaining resources for the development of staff skills and abilities. A successful candidate will be flexible and able to operate outside of narrowly defined purely financial roles. The ability and willingness to fully comprehend and participate in day-to-day functions when appropriate is essential for this position. The individual must have a commitment to quality efficiency and performance accountability.

The successful candidate will report to the Assistant Airport Director and exercise managerial responsibility in the oversight of financial fiscal operations and accounting functions; will formulate and recommend actions related to strategic planning business planning budget finance debt management procurement airline rates and charges asset custody recording and surplus and disbursement of funds financial control auditing and reporting; and will consult with and advise the Airport Director Assistant Airport Director and other senior-level Airport County and industry-related managers on matters of financial policy development and interpretation.

In addition the successful candidate will possess extensive experience at a high level demonstrate the ability to effectively lead and manage a team of experienced staff demonstrate a commitment to service excellence possess sound knowledge of financial/management accounting systems and have extensive experience in business financial planning and analysis.

The Finance Administration division promotes and provides the fiscal and operational integrity of the Airport through sound management principles and practices and provides support services to the Airport Commission. Strategic financial planning involves the prediction and monitoring of financial resources necessary to provide for Airport operations and development. Working in collaboration with other Airport staff members ongoing and long-term financial requirements and resources are identified and analyzed with resulting conclusions and recommendations that are presented to other managers and executive management. These processes and analyses are used to identify potential weaknesses and opportunities for planning and where necessary adjustment and improvement of current practices.

Finance

The finance function involves planning for ongoing operations capital improvements and debt service requirements with associated analysis of funding sources for such activities for both short and long-term fiscal performance; modeling to analyze future anticipated funding sources and uses for all airport financial activity; evaluating the business environment including airline and other economic markets to determine the effect on Airport demand and activity; coordinating and administering the debt issuance process in collaboration with consultants investment bankers attorneys and other members of the financing team; preparation monitoring and control of debt service funding and requirements; oversight of the Airport Debt Management Program including debt service payments bond indenture reporting/compliance and SEC-mandated annual disclosure reporting; development of Requests for Proposals financial analysis and other input for evaluation of bids and proposals including proposal evaluations and selection of financial service providers for Airport bond financing; monitoring the Airport-specific investment portfolio analyzing investment markets coordinating investment portfolio deposits/withdrawals and reconciliation of Airport investment accounts; managing restricted and unrestricted funds; calculation and administration of Airline Rates and Charges allocations coordinating and monitoring Passenger Facility Charges (PFC) in accordance with federal regulation and the Airport Revenue Policy; direction of accounting activities related to posting and collection of airline terminal rents; preparation and analysis of airline rates and fees for use in calculating airline possessory interest tax assessments; development and implementation of policies and procedures for finance and other functions to ensure efficiency compliance with accounting auditing and internal control standards and adherence to Airport policies and regulatory requirements; and oversight of Federal Aviation Administration (FAA) grant funding and FAA reporting requirements. This section also controls fixed assets provides staff support to the Airport Commission and coordinates the Agenda Staff Report (ASR) review and submittal process for all JWA ASRs submitted for approval by the Orange County Board of Supervisors.

Fiscal Operations

Budget activities include the identification of airport requirements in collaboration with six JWA divisions the identification and allocation of resources available to support those activities and the integration of executive management decisions into a balanced budget; preparation of the airports portion of the countys five-year strategic financial plan; ongoing monitoring of revenue and expense activity throughout the fiscal year with comparison to budget amounts; preparation of budget and activity reports for management analysis and in compliance with County state and federal requirements; and verification of the validity and accuracy of charges to the airport.

The Fiscal Operation section includes a procurement team that is responsible for the purchase and contracting of a diverse range of commodities and Services.

Accounting

Accounting Services are provided by Auditor-Controller staff out-stationed to the Airport and are overseen by the Finance Administration Deputy Airport Director. The Accounting Unit provides and assists with services such as payroll review and processing of vendor payments accounting for tenants and concession remittances revenue and accounts receivable delinquency reporting cost accounting general accounting grant accounting preparation of financial statements in conformity with Generally Accepted Accounting Principles (GAAP) coordination with outside auditors and consultation on special projects. The Accounting Unit works with the Budget section in the preparation of budget and activity reports required by the County state federal and other regulations and laws.


DESIRABLE QUALIFICATIONS

The ideal candidate will possess a bachelors degree in accounting finance business administration or another closely related field with at least five (5) years of increasingly responsible governmental finance experience performing duties related to the responsibilities and competencies of the position; or any combination of education and experience that provides equivalent knowledge skills and abilities.

Experience in Airport Finance and a Certification as a Certified Public Accountant (CPA) are highly desirable.
